and in accordance with the principles expressed in the World Summit on the Information Society in Geneva, I declare my desire and commitment to build an Information Society people-centered, inclusive and development-oriented, which everyone can create, access, utilize and share information and knowledge for individuals, communities and peoples to achieve their full potential in promoting their sustainable development and improving their quality of life, based on the purposes and principles of the Charter of the United Nations and respecting fully and upholding the Universal Declaration of Human Rights.

that education, knowledge, information and communication are essential for progress, initiative and the welfare of human beings. Moreover, information technology and telecommunications (ICT) have an immense impact on virtually all aspects of our lives. The rapid progress of these technologies opens completely new opportunities to attain higher levels of development. The ability of technologies to reduce many traditional obstacles, especially the time and distance allow, for the first time ever, the potential use of these technologies for the benefit of millions of people around the world including those that integrate and develop activity in our towns and cities.

I have the firm conviction that we are collectively entering a new era of enormous potential, the era of Information Society and expanded human communication. In this emerging society can generate, exchange, share and communicate information and knowledge among all the world's telecommunications networks.

why I decided to keep my commitment to ensuring that the opportunities offered by ICT for the benefit of all our citizens, to respond these challenges, All interested parties must work actively to raise awareness of the possibilities offered by the Information Society, promoting and respecting cultural diversity and the proper use of new technologies.
